Judy Chen
Most recently, Judy served as a USAID foreign service officer in Ukraine and the Philippines leading the largest international health program to address HIV/AIDS, COVID-19, Global Health Security and mpox. She managed a $165M annual budget and led multidisciplinary teams working in over 50 countries to deliver measurable impact. She is a mission-driven program and operations leader with years of experience advancing health outcomes through strategy, team leadership, and the delivery of large-scale service and training programs across government, nonprofit, and international environments.
Her career began with hands-on work in monitoring and evaluation for global NGOs, leading implementation of behavioral surveillance surveys, and quickly grew into management and cross-agency leadership roles. She built expertise in strategic planning, stakeholder engagement, and crisis management—including leading USAID’s health responses after Super Typhoon Yolanda in the Philippines. She has had the privilege of negotiating government agreements, designing evaluation frameworks, and managing hundreds of subawards to achieve health outcomes for vulnerable populations.
She is now excited to engage with the Global Washington community, participate in engaging conversations with thought leaders, and have the opportunity to learn from and contribute to expanding dialogue around global policy issues in the Pacific Northwest.
